In a 5 qt. pot, heat oil and add garlic, onion, celery and carrots. Stir until tender.
Mix the flour, seasoning salt and pepper together in a gallon plastic bag and then add meat until well coated.
Place in colander to remove excess flour and then add meat to pot and stir until browned (you may need to add a little more oil depending on your pan).
Add beef broth, clove and thyme and simmer for 30 minutes. Add oat groats and simmer for another 30 to 45 minutes.
Crock Pot Variation
Cook the vegetables and meat in a fry pan. Add to the crock pot. (This can be done the night before and stored in the refrigerator.) Add broth and let cook on high for 4 hours or on low for 7-8 hours. Add the oat groats to the stew the last 45 minutes.
